Alaska Highways

The State of Alaska Department of Transportation & Public Facilities (AKDOT&PF) Northern Region had significant budget overruns due to differing site conditions, a result of undocumented intensive reclaiming maintenance activities in the past.

To eliminate or minimize issues associated with differing site conditions, the Northern Region contracted with AET to provide information on existing pavement layer structure for contractors within the bid documents in 2009.

In 2009, bids were opened to four projects ranging from $3-4 million in size. Pavement layer structure data was included in the bidding documents. On all the projects the bid item responses for the in-place reclaiming was significantly (30% – 70%) lower than the engineer’s estimate, which was based on historical bid prices. The combined savings in 2009 for all four projects exceeded $1 million, a cost-benefit ratio of approximately1:25 vs. AET’s fee for services.
